These are the resolutions passed by the UN Security Council on Jammu and Kashmir. Not one has been implemented. The plebiscite has never been held.
The foundational UN resolution on Kashmir — calling for a free and impartial plebiscite to determine whether Jammu and Kashmir shall accede to India or Pakistan, under UN supervision. This plebiscite has never been held.
Established the United Nations Commission for India and Pakistan (UNCIP) to investigate the dispute and mediate a ceasefire and plebiscite arrangements.
Called on India and Pakistan to implement earlier resolutions, reaffirm the principle of a plebiscite, and withdraw forces from Jammu and Kashmir.
Reaffirmed the right of the people of Jammu and Kashmir to self-determination through a free and impartial plebiscite, and called on both parties to cooperate with the UN.
Declared that any action by the Constituent Assembly of Jammu and Kashmir to determine its political future could not constitute a disposition of the state as envisaged by earlier UNSC resolutions.
Called on India and Pakistan to refrain from any action that would aggravate the situation and to continue efforts to reach a settlement.
Urged both parties to use all means available for resolving the Kashmir issue through negotiation or UN mediation, consistent with the principle of self-determination.
