These are the resolutions passed by the UN Security Council on Jammu and Kashmir. Not one has been implemented. The plebiscite has never been held.

UNSC Resolution 47

The foundational UN resolution on Kashmir — calling for a free and impartial plebiscite to determine whether Jammu and Kashmir shall accede to India or Pakistan, under UN supervision. This plebiscite has never been held.

UNSC Resolution 51

Established the United Nations Commission for India and Pakistan (UNCIP) to investigate the dispute and mediate a ceasefire and plebiscite arrangements.

UNSC Resolution 80

Called on India and Pakistan to implement earlier resolutions, reaffirm the principle of a plebiscite, and withdraw forces from Jammu and Kashmir.

Reaffirmed the right of the people of Jammu and Kashmir to self-determination through a free and impartial plebiscite, and called on both parties to cooperate with the UN.

The treaties, agreements, and legal instruments that define the legal context of the Kashmir dispute.

Treaty of Amritsar (1846)

The treaty by which the British East India Company sold the territory of Jammu and Kashmir to Gulab Singh for 75 lakh rupees — forming the basis of the Dogra dynasty that ruled until 1947.

Instrument of Accession (1947)

The contested document signed by Maharaja Hari Singh on 26 October 1947, acceding to India — disputed in its validity and subject to the condition of a subsequent plebiscite.

Simla Agreement (1972)

The bilateral agreement between India and Pakistan following the 1971 war — which India has used to argue that Kashmir should be resolved bilaterally rather than through UN mechanisms.

Lahore Declaration (1999)

The joint declaration signed by India and Pakistan affirming commitment to peaceful resolution of all issues, including Jammu and Kashmir, through the Simla Agreement framework.
